Deferred Compensation:

Compensation that is being earned but not received, a process that defers the taxes on the compensation until it is actually received at a later date. Deferred compensation includes various plans, some being pensions, profit-sharing, and stock options.

In other words, once Dick "Dick" Cheney is done being VP, he'll get his CEO money for the years he was not actually working at Halliburton. This means that every dollar he scores Halliburton in US contracts, he gets some percent once he's out of office.

This is crucial, because, despite his proestations that he and his staff were out of the loop on Halliburton's no-bid Christmas presents, there's clear evidence that at least Scooter Libby was, if not Dick himself. At the very least, his key role in planning for war should be suspicious, given that he knows that Halliburton is the US's top military contractor. "The US goes to war," he thinks, "my company makes a lot of money, and then I get PAID, baby!"
